If you plan on using the trailer at or less than 3,000 pounds gross weight (weight of the trailer + weight of the load), then title &amp; registration in Wisconsin is optional.

Anything more than that weight, and you do need title &amp; registration.  Fees vary based on weight.

Even if registration is optional, if you think you might ever use the trailer out-of-state, registration is a good idea.  Some other states do require registration of small trailers.
