Do all utility trailers have to be titled?

Depends on the titling laws in your state. In New York, if a trailer weighs less than 1,000 pounds, it isn't titled. Over 1,000 is titled. Check with your local dmv.

Depending on what state you are in and if it is going to be used on the streets. In California you have to get a PTI title for a utility trailer. But it is relatively cheap.
This is also nice in the event the trailer is stolen

It depends on what state you are located. In Texas any trailer with a gross weight over 4,000 lbs that is not for farm use is required to be titled. Check your local DMV or Vehicle Reg Office.
